Release v1.7.1: one UAC prompt for a full install (fix + driver preparation in one elevated stage), driver pages before the install, pin hint and code-page warning on the restart page on the driver path, docs aligned, v1.7.1 changelog.

Includes #14. VM testing was not done before this release.

…ne elevated stage

The wizard now fetches and checks the driver package (driver pages) before the
install when the driver is ticked, then starts ONE elevated process that
installs the fix (or MSI + fix) and prepares the driver (/machine and /full
take /with-driver <zip> [/unverified <sha256>]). Skip on the driver pages
installs the fix without the driver. Standalone paths are unchanged.

README, MANUAL and DRIVER (English and Chinese) now describe the real
behaviour: an administrator account is asked once for the fix and the driver
preparation together, never after the restart; a standard user is asked again
after the restart; the Windows Security "can't verify the publisher" window
is not UAC and still appears twice. Page order: driver pages come before the
install, "Install and restart" starts it, Skip installs the fix only.

The version itself comes from the release tag (build.yml sets DRF_VERSION
from it; build.cmd defaults to "dev"), so the places that name it are the
CHANGELOG and the manual's "What's new" (added with the docs commit). The
entry also corrects the earlier "asks once" claim, which was not true for a
full install with the driver.

…the driver goes with the install

With the driver ticked the page "Done" is skipped, so its manual-pin hint
and the non-Unicode-language warning now appear on P_DRV_REBOOT (only when
the fix was installed in this run: g_fix_done; driver-only runs show
nothing). The texts moved into pin_hint() / acp_warning(), shared with P_DONE
(whose behaviour is unchanged). Docs say where the hints appear.
