Initial Release

This is the initial release of vhotplug. It runs as a service on the host system, monitoring device add and remove events via libudev. Based on predefined rules in the configuration file, it dynamically attaches USB devices to QEMU virtual machines using QEMU Machine Protocol (QMP) sockets.
