Adds a minimal TraceClaim schema and example path:
Tracebench packet -> TraceClaim -> admissibility candidate
This does not create a new authority layer, issue receipts, decide admissibility, or certify claims. It only preserves evidence-to-claim provenance between observation and admissibility review.
