Frozen-encoder probe (3 strategies, default-off) recovering broken-compound, over-segmentation, and consonant-substitution errors. Composite 0.6436 -> 0.6561 (+0.0125) with the probe enabled; default behavior unchanged. Workstream: probe-v171

Bump to 1.7.1, add the v1.7.1 CHANGELOG entry (opt-in syllable-span probe, +0.0125 composite when enabled), and refresh the README what's-new + feature list.
