Run tests on pull requests and before the tag publish; add __version__ - #20

There was no CI on pull requests, and publish.yml published on a v* tag without running any tests. CI now runs pytest and the codegen check on Python 3.11 and 3.13; the publish workflow runs pytest before building. Adds form4api.__version__, read from the installed package metadata so it always equals the pyproject version.
