Library updates: swagger-core 2.2.55, swagger-parser 2.1.48, pekko-http 1.4.0,
pekko 1.7.0, kebs 2.2.1, circe 0.14.16, scalatest 3.2.20, munit 1.3.6,
http4s 0.23.36, magnolia 1.1.14 / 1.3.23, enumeratum 1.9.8,
pekko-http-circe 3.12.0, swagger-ui 5.32.14, config 1.4.9,
sttp-model 1.7.18, sttp-client4 4.0.26. Plugins: sbt-scalafmt 2.6.2,
sbt-mdoc 2.9.2, scalafmt 3.11.5.

jsoniter-scala is pinned to 2.38.2: from 2.38.3 on, its codec derivation
generates code that Scala 3.9.0 rejects with a forward-reference error
(E039) for the BaklavaSerializableCall codec.

Scala 3.9.0 promotes several migration warnings to defaults, and
sbt-typelevel makes warnings fatal in CI, so shared sources now use
? wildcards and xs* splices (both accepted by 2.13 under -Xsource:3),
explicit implicit applications were replaced by implicit resolution, and
the openapi tests that pass evidence explicitly on purpose silence that
one warning on Scala 3.

pekkohttproutes now uses pekkoV for pekko-stream/pekko-testkit instead of
the pekko-http version.
