fix(net): stop re-gossiping fetched history and count copies once - #2414
A node that starts with an empty data dir can fail startup with:
startup peer history fetch failed: historical net sync exhausted its global budget: historical sync exceeded byte limit (134217728)
Two things cause it:
The translator gossips every forwardable event on the bus, whatever its source. Startup publishes
the history that it fetched from peers on the bus as network events, so a starting node gossips
all of that history again. A peer that no longer holds those IDs in its six-hour seen window
stores each event again at a new timestamp, and history replies serve every stored copy. Every
fresh start therefore adds one more copy of the whole history at every peer.
The startup fetch counts every downloaded byte against one 128 MiB budget: both sources, failed
partial sources, and recovery rounds. A node without a snapshot fetches the whole history, with
all of its copies, from two peers. It passes the limit and exits, and a restart repeats the same
fetch.
Fix
prepare_outbound gossips only events that this node created (EventSource::Local). The restart
rebroadcast and the re-announcements already send only local events.
The startup fetch checks every served copy as its page arrives, with the same checks as before,
and keeps one copy of each event ID. It counts downloaded bytes (now 1 GiB) and kept history (128
MiB, each event counted once) separately. History that the node drops, such as a failed source's,
stops counting. The page, event, and five-minute limits are unchanged, so the deadline still
bounds the download.
docs/architecture/network-delivery.md states both rules and the new limits.
No wire or storage format changes. cargo test --locked -p e3-net passes, and each new test fails
without its fix.

Bug Fixes
Network-fetched history is no longer re-shared as newly created events, reducing unnecessary gossip traffic.
Historical sync validates event copies as they arrive and counts duplicate copies only once toward the retained-history limit.
Failed fetches and merge attempts no longer consume retained-history capacity for later attempts.
Sync now enforces separate limits for downloaded data and uniquely retained history.
Documentation
Updated network-delivery guidance with historical-sync limits and event-copy behavior.
A node gossiped every forwardable event on its bus, whatever its source.
The history that startup fetches from peers reaches the bus as network
events, so a starting node gossiped all of it again. Peers that no longer
held the event IDs in their six-hour seen window stored each event again
at a new timestamp, and history replies serve every stored copy. The
startup fetch counted every downloaded byte, from both sources, against
one 128 MiB budget, so new nodes failed startup with "historical sync
exceeded byte limit (134217728)".
The translator now gossips only events that this node created.
The startup fetch now checks every served copy as its page arrives and
keeps one copy of each event ID. It counts downloaded bytes (1 GiB) and
kept history (128 MiB, each event counted once) separately; history that
the node drops, such as a failed source's, stops counting. The
five-minute deadline still bounds the download.

Walkthrough
Historical sync now validates fetched pages as they arrive, deduplicates retained events, and enforces a separate retained-history byte limit. Outbound translation now excludes network-sourced events from gossip.

SourceHistory validates events page by page, retains one copy per event ID, and checks the latest timestamp after fetching. Failed source fetches and merge conflicts release retained-byte accounting. Tests cover validation, deduplication, and retries.

Explanation
The title "fix(net): stop re-gossiping fetched history and count copies once" matches the main change. The translator now refuses to gossip network-originated events, including fetched history. Fetch validation now keeps one copy per event ID and counts kept-history bytes separately from downloaded bytes. The title covers both main parts of the changeset, though it does not mention the new 1 GiB downloaded-byte budget.

Add a two-page test for a conflicting repeated event ID.
every_copy_of_an_event_is_checked puts both e1 copies on one page. No test sends a conflicting repeated ID on a later page of one source. Production validates every copy, so this is a coverage gap, not a current defect. Add a test that calls add_page twice on one SourceHistory, with a conflicting copy on the second page, and asserts an error.

The new fetch tests pass when kept bytes are never charged, because they assert only the returned events. Add a case where the unique events exceed the budget, and assert that the error contains kept-history limit.

Update the fetch-level test using SyncFetchBudget and fetch_in_order_with to

Add an integration test for fetched-history publication.
The new test events_from_the_network_are_not_gossiped_again builds its EventSource::Net event by hand and calls prepare_outbound directly. It never passes through startup publication. A regression that turns fetched Net events into Local before publication would still pass this test. Add a test that publishes a fetched SyncResponseValue through the network sync path and asserts that no NetCommand::GossipPublish is issued.

Extend the test around events_from_the_network_are_not_gossiped_again to send a
fetched SyncResponseValue through the network sync publication path, rather than
calling prepare_outbound directly; assert that this path issues no
NetCommand::GossipPublish and preserves the event’s Net source through
publication.

Check fetched history at the translator: history dispatched on the bus as
network events causes no gossip, while the node's own event does. Add a
fetch that passes the kept-history limit, and checks that hold across
pages of one source (a reused timestamp, or another payload under an
event ID that an earlier page served).
