The official GitHub Actions runner tarball installs runsvc at bin/runsvc.sh. runner-service.sh now falls back to that path, and the installer/tests/coverage harness are updated to match.
Fixes crash-loop where service was enabled but inactive due to missing /opt/runner/actions-runner/runsvc.sh.
