Adds a short reading list to the Meta Lists section.
It is organised by the question each source answers, for example "why is my p99 bad when every server looks healthy?", rather than by topic name. It is restricted to primary sources: papers, documentation written by the people who built the thing, and practitioners writing about systems they operated. Secondary explainers are excluded on purpose, and it is deliberately short rather than comprehensive.
All 21 links were checked and resolving immediately before opening this PR.
Disclosure: I wrote the list. I also run a system design course, which is deliberately not linked from any entry and is only disclosed at the bottom of the README.
