QVAC-23458 fix: consume deterministic Sortformer final event

• consume the parakeet-cpp 2026-08-11 downstream validation port
• validate deterministic Sortformer final-event behavior through the ASR package
• exercise desktop, mobile, and integration build paths against the exact source revision

Validation

• Parsed the modified vcpkg manifests

• All nine platform prebuilds and the merged prebuild artifact
• C++ coverage and Linux/Windows/macOS integration jobs

The relevant build and AOSC tests passed. The overall run was not green because
the mobile lanes could not access qvac-test-addon-mobile, while macOS arm64
hit unrelated existing EOU assertions and an unsupported Metal CTC operation.
The remaining queued legacy Linux GPU lane was cancelled after the relevant
matrix completed.
