Cloud Run is now a supported serverless provider for worker deployments. Given this we need to update our temporal skill for the same. The changes for this would be captured across 3 PRs so as to make the review process easier

PR 1 - Provider configuration and operational references
PR 2 - Five Cloud Run SDK guides for each of the supported languages ⏭️
PR 3 - Enables Cloud Run through updates on SKILL.md, README.md ⏭️ ⏭️

What was changed (PR 1)

Adds the provider-level configuration and operational references needed for
GCP Cloud Run Worker Pools, including setup, IAM, constraints, diagnostics,
observability, versioning, and self-hosted guidance.

The references include source citations for revalidating behavior as the Pre-
release APIs evolve.

This PR does not enable Cloud Run in the skill’s routing or advertised
support; that follows in PR 3.
