Adds the BlacknodeDataset/OpenPI VLA cloud job surfaces and the persistent ROSOrin mapping operator flow. Mapping targets remain selected through Devices/Deployments; a deployed MapEnvironment stays alive, shows the live occupancy grid, saves map artifacts, and stops only its owned SLAM process. The package catalog is updated for the dataset and training releases.\n\nVerification: 794 core tests passed (8 skipped), 140 device/editor tests passed, focused post-rebase suite 172 passed, and the production editor build passed.\n\nManaged Runtime release: required. After this merges, blacknode-runtime 0.4.13 will be merged and both merged SHAs will be pinned in device-runtime-sources.lock.json.
