[Bug] Site will not allow two entries with same Universal Hash

Site does not accept a New Disc that has the same Universal Hash as any existing disc.
This is unwanted behavior, as there are cases where we legitimately want to have same universal hash in different disc entries. Most common use case is discs with same Universal Hash but different cuesheets, as outlined in https://wiki.redump.info/Audio_CD_Guide#Scenarios_where_matching_Universal_Hash_should_not_currently_be_merged

I had to leave Universal Hash in comments, otherwise I could not add the disc to DB. Even now that the disc is added to the DB, if you attempt to add the Universal Hash, it will still give error.

Tried manually adding a disc but this happens and retarget seem to want to add it to the existing disc.

I'm working on a PR. It seems the code does not take the filename suffix into consideration which is why this is not working when it should according to the wiki.
