Prepare the HEIC decoder for its initial public release with an accurate README, complete API/compatibility guides, contributor instructions, release guidance, changelog, and issue/PR templates.
Fix reproducible CI setup (master branch, pinned pnpm, lockfile), package repository metadata, the broken standalone browser bundle filename, and the default libheif WASM import. Replace browser tests that depend on unavailable private photos, add package/bundler and worker regressions, and update vulnerable development tooling.
Validation: typecheck, build, package validation, unit/fuzz tests, clean dependency audit, and Chromium/Firefox integration tests passed. Two user-supplied grid photos passed independent libheif metadata checks and software-decoding/reference comparisons; they remain Git-ignored and are not included in this PR. Platform HEVC is unavailable locally, and local WebKit cannot launch due to host libraries; CI must verify WebKit on Ubuntu.
