The workspace and NOTICE already declare Apache-2.0, but the existing LICENSE has a nonstandard transcription and lacks the canonical appendix, leaving GitHub detection at NOASSERTION. Restore the Apache publisher's canonical text while retaining the current copyright notice; document the prior blob, existing declaration and contributor review. This is an identification/transcription correction, not a new license choice, and no old tag or release is changed.
Add an aligned Simplified Chinese guide, a language entry, explicit limitations and contribution/license sections. Keep the published v1.1.1 examples distinct from later source changes. Runtime source, manifests, dependencies, test policy and third-party licenses remain unchanged. Markdown, link, translation and scope checks plus all existing required CI gates must pass before merge.
