Moves tallyhopper onto the java-gradle profile of studiobimo/project-template (v0.4.1); build-logic/src is now byte-identical to bimo-mod's.

  • Gains the publishMods tasks, so mod-publish is added to the version catalog, with the lockfiles and sha256 verification metadata refreshed (make -C .devtools lock).
  • modrinth_project_id and curseforge_project_id are added empty; release.yml stays on dry-run: true. Without RELEASE_TAG, ./gradlew publishMods is a dry run (attachToGithubRelease is skipped).
  • nullaway_package moves into gradle.properties.
  • .gitattributes stores gradlew.bat as Gradle ships it (CRLF), so a Dependabot wrapper bump no longer trips the relock job's changed-files check.

./gradlew build and make -C .devtools lock pass locally; make -C .devtools drift is clean.

The Gradle convention plugins, Makefile targets, CI wrapper, hooks, Dependabot entry and
.gitattributes rule now come from project-template. Gains the publishing tasks, so the
mod-publish plugin is added to the catalog and the lockfiles and checksums refreshed.
