chore(devtools): pin the tools with mise - #7
Merged

Conversation
mise.toml lists every tool the hooks and CI run, at one version each, and mise.lock records their checksums. The shared tools are the project template's managed block. Nothing uses them yet: the next change moves the hooks from pre-commit to lefthook.

What
First of two. The org moved from pre-commit and uv to lefthook and mise (studiobimo/project-template v0.3.0).
mise.tomlpins every tool the hooks and CI run; the tools are the template's managed block.mise.lockand.mise/locks/record checksums and dependency graphs._typos.tomlskips.mise/.Nothing uses these files yet. The lock files are why this is its own PR: they are 12 of the 20 files a pull request may change.
Tested
mise install --lockedinstalls all 16 tools locally.
