Polar splines broken in implicit MaxwellWeakAmpere #820

Found in #819: Polar splines are broken for the implicit step. It fails inside SchurSolver even with the old PolarMassMatrixPreconditioner, so this predates the PR. The polar test only checks that the preconditioner is built, and the PR description lists the bug as out of scope.
