Biome 2.6 checks Markdown and YAML formatting, which made the dependency update fail CI. Align the schema and existing files, and format generated changelogs so future Changesets release PRs pass the same checks.
Biome 2.6 treats changeset metadata as Markdown and can rewrite its YAML header, breaking future releases. Exclude only changeset Markdown and exercise both check and write modes against a real CLI fixture to keep that metadata intact.

Reviewed final head e15ea7f. Both independent reviews are clean, CI passed, and all 99 tests, types, lint and builds pass. The changeset front-matter regression is covered; version remains 1.1.1 with no new changeset.

Update Biome to 2.6.3, tsdown to 0.23.2, Vite to 8.3.5 and Vitest to 5.0.5, with current main merged into the dependency branch.
Biome 2.6 checks Markdown and YAML, so align its schema and apply its formatting to both workflows, README and changelog. Keep generated release changelogs formatted through the version script so future Changesets PRs also pass CI. Exclude changeset Markdown from Biome so its YAML metadata is not rewritten; retain checking for the Changesets JSON configuration. Parser source and tests are unchanged; the package stays at 1.1.1 and no changeset is needed for this tooling update.
