• bump plugin version to 0.0.16 so the release automation creates a new draft release
• keep the IntelliJ 2026.1 compatibility changelog entry in the new 0.0.16 release section
• unblock the normal GitHub release and Marketplace publish flow after PR Support IntelliJ IDEA 2026.1 #92 merged without a version bump
