Add repository and package agent policies, Squared-aligned Clang configuration, and a GitHub Actions quality gate without changing immutable package content.
Keep framework builds and tests blocking while reporting existing repository-wide Clang debt without failing otherwise valid changes.

Add canonical Clang formatting, Clang-Tidy, Static Analyzer, GitHub Actions, and repository/package agent policies. Keep the existing baseline audit advisory while builds and tests remain blocking.
