Description

Prevents Vercel Preview Deployments from being created for Dependabot branches.

Adds a git.deploymentEnabled rule to vercel.json that disables deployments matching dependabot/*.

The existing pick-reminder and weekly-recap Vercel cron schedules are unchanged.
