What changed

Adds Hakim and its MENA startup program as one vendor record and one offer: $6,000 in workspace credits, early model access, weekly technical office hours, direct engineering support, co-marketing, and partner introductions. The record models the published startup-stage, MENA, funding, and vendor-discretion eligibility gates.
