data: add Neysa AI Velocity Program (Closes #565)

Adds one new vendor and one new offer: vendors/ne/neysa.yaml.

Vendor: Neysa (neysa.ai) — Velocis, a full-stack AI acceleration cloud (GPU compute, AI PaaS, MLOps orchestration, inference endpoints).

Offer: milestone-triggered Velocis discounts under the Neysa AI Velocity Program, a 21-month invitation-only partnership.

Published eligibility: over $5M raised; active B2B or B2C revenue model; core product requires GPU-accelerated infrastructure and can leverage Neysa's AI Marketplace. Admission is by invitation, so the offer is recorded as availability: invite with a vendor-discretion criterion.

Data-only: one file, one vendor, one program, one offer. Local run of the digest-pinned Sourcey Catalog Verifier (validate-change, pin 848bb5d1…) returns {"status":"valid","vendors":1,"programs":1,"offers":1}. Commit is DCO signed off.

Thanks for this. sourcey/validation is green, but the evidence pass for this head could not locate support for every submitted fact, so sourcey/admission cannot go green yet.

Fix it on this same branch: either cite a public page that states the fact (add the URL to sources and reference its source_id from the record that needs it), or change the record to what the cited pages do say. Push to the branch and the checks re-run automatically.

Thanks for the review — fixed on this same branch in 25867ef.

The uncovered field was the offer's /title, which used wording that does not appear on the cited page. It now reads "Milestone-based discount credits under the Neysa AI Velocity Program"; every part of it is stated on the cited source https://neysa.ai/startup-program/ — "Milestone-based benefits", the 80% / 50% / 30% "discount credits" milestone table, and the program name itself. No other records or fields changed, and sources is unchanged.
