Assemble Oida 0.12.0, GERM 0.7.0, Akousma 0.8.4, Akousmata 0.8.3 and AKOUO contract 0.10.1 in source-bound local wheel profiles. Route owner-dependent qualification tests through an installed owner environment; the unit environment stays independent. Keep raw host-specific receipts outside Git. Public installer pins remain at existing immutable releases until the reviewed owner releases are merged.
Validation: 153 installed unit cases and 57 installed owner cases pass, with five existing unit skips for separately installed GERM Python 3.12 checks. The owner gate has zero skips. Canonical wheel checksums, locks and distribution build pass.
Independent approval is required before merging this PR. No model weights, private corpora, device captures, registry publication or operator activation are included.
The source-bound Oida 0.12.0 wheel includes the latest bounded file-admission and optional dependency corrections. Its predecessor wheel was removed. All 57 installed owner cases pass against the rebuilt wheel.
