Replaces the copy-pasted Dependabot auto-merge logic with a reference to smartwatermelon/github-workflows@dependabot-auto-merge-v2, and bumps claude-blocking-review.yml to v3.1.0 for its built-in Dependabot fast-pass step. Part of smartwatermelon/dev-env#20.
