feat(aws): implement phase 1E non-CRUD data planes

Summary

Phase 1E implements native, local execution engines for high-demand non-CRUD data plane services, reducing the registered-only fleet count to 1 and promoting 10 operations to hand-verified.

Key Improvements

1. RDS Data Service (rdsdata):
   • Implemented full SQLite-backed SQL execution engine supporting ExecuteStatement, BatchExecuteStatement, BeginTransaction, CommitTransaction, RollbackTransaction, and ExecuteSql.
   • Supports parameter binding (SqlParameter), auto-generated keys, transactions, and format conversion.
   • Wired routes via crud.RegisterRoutes("rdsdata", generated.OperationRoutes).
2. SageMaker Runtime (sagemakerruntime & sagemakerruntimehttp2):
   • Implemented dedicated mock prediction runtime for InvokeEndpoint, InvokeEndpointAsync, InvokeEndpointWithResponseStream, and InvokeEndpointWithBidirectionalStream.
   • Wired routes via crud.RegisterRoutes to resolve shared SigV4 signing name ("sagemaker") accurately between control plane and data plane.
3. Metrics & Fidelity:
   • Serving $\ge$ 1 operation increased from 427 $\rightarrow$ 430 (+3 services).
   • Registered-only reduced to 1 (partnercentralrevenuemeasurement, which speaks rpcv2Cbor).
   • Hand-verified operations increased from 4,601 $\rightarrow$ 4,611 (+10 operations).
   • Unimplemented operations reduced from 497 $\rightarrow$ 487.
   • Passed full compatibility smoke tests (614 passed, 2 skipped) and Go test suites (go test ./...).
