Description
Move the start-page check added in #2943 from
JadxSettingsWindowtoMainWindow.reopen().If no project is loaded and there are no input files,
reopen()returns without reloading the project. This prevents the empty-project dialog from appearing for reload requests made on the start page, including plugin enable and disable operations.Follow-up to commit
