Add hover tooltips to all 8 menu bar icons (Video, Audio, Serial Port, Keyboard, Mouse, Recorder, Settings, Fullscreen) using Ant Design's Tooltip component with a 0.5s delay. Includes a toggle in Settings to enable/disable tooltips (on by default). Tooltip state persists in localStorage.
