Pins semantic-release, the conventional-commits preset, and the exec plugin to compatible versions so release-note generation no longer combines the preset requiring conventional-changelog-writer 9 with semantic-release's writer 8. A dry run against main successfully generates the pending 1.3.1 release notes.
