Move timer/canonical-pump ownership, frozen-snapshot decode, and append-only capture accounting into React-free modules created once per mount so audio-level renders do not rebuild them.
Public KEYS only. Tags stay unsigned for 2026.0.39. Hosted NVIDIA builds still must not assemble installers or store the private key.
