ci: raise the Windows and macOS test caps above a healthy run - #422

…-sds5) Healthy runs on main reached 24m19s on Windows and 19m19s on macOS against caps of 25 and 20 minutes, so any PR that added a few tests was cancelled by the cap with every test passing. Raise the caps to 40 and 30 minutes. They still bound a hang, which is what they exist for.
