Summary

set the project version to 0.3.0
move the current changelog entries into the 0.3.0 release
align the fire-renderer notes with the shipped implementation
update CI actions to their Node.js 24-based runtimes

Validation

npm run typecheck
npm run lint
npm audit --omit=dev --audit-level=high
npm test
packed tarball installed and ran successfully in an isolated directory
GitHub Actions passed on Node.js 22.13 and 24
