Either by periodically kicking an agent off or by using the arXiv APIs. IMO an agent is easier because the arXiv API doesn't always find the non-preprint publication

So:

1. use the API to upgrade links in an automation workflow
2. regularly use an agent to both create a PR and e-mail bioRxiv/arXiv with ones they don’t track
