Causes concourse pipeline to hang when docker-compose.yml is missing

Concourse jobs will hang forever if docker-compose.yml is not there

Steps to reproduce

1. Run this resource with a git repo without a docker-compose.yml
2. Observe that you cannot cancel the job manually and need to restart the workers to resolve
