• keep every credential-protecting route ahead of cleartext after restart
• retain advertised priority within protected and fallback routes without duplicates
• cover automatic filtering, persistence, restart rotation, and explicit LAN selection

• 8 focused failover regressions pass
• all 183 Swift tests pass
• exact diff and working tree are clean
