A SIMPLIFY agent runs alongside the pipeline and opens one PR at a time that must delete more lines than it adds; the controller closes a PR that grows the code before a human sees it, and a commit the last pass already judged is not revisited. Runs now carry worker.maxRunMinutes. A run that ends with no PR or exhausts the budget retracts the groom verdict and relabels the issue needs-work with the agent's report. Grooming alone decides whether an issue is one PR; the selector picks by judgment with no veto. Prompts hand agents issue and PR links instead of pasted or truncated text, so they read what is actually there.
