Implements Frantic bounty #86 as an independent contract-drafter package.\n\nThe graph validates an explicit template, parties, and terms; renders only supplied clause text; records every baseline deviation; and emits a gated, not-sent proposal whose consumer inputs match the canonical runx/send-as plan runner. Missing required terms seal a refusal with no draft or proposal.\n\nVerification:\n- node skills/contract-drafter/test.mjs: 3/3 passed\n- runx harness ./skills/contract-drafter: 2/2 passed with production-mode ephemeral signing\n- successful receipt act binds the generated draft ref as an artifact\n- refused receipt act has no artifact ref\n\nScope is limited to skills/contract-drafter/. No runtime or official catalog lock changes are included.
