Updates GPS to 0.13.0. Headline: sailing (beta): route on your own boat port-to-port between 61 moorings, sea legs to any water tile, live boat-location awareness, aboard tracking with ETA and sea-track rendering. Plus a large routing-data campaign (90 field-captured new transports) and quality-of-life fixes. Full changelog in the release commit.
