Admin interaction/UX patch based on production use.

Fixed

• Clear stale register_next_step_handler state whenever an admin starts another inline management action.
• Repeated use of actions such as Edit Plan now starts a fresh wizard instead of keeping the previous pending step.
• Acknowledge legacy admin menu CallbackQueries that previously left Telegram's spinner active.
• Synchronize runtime package version and VERSION.txt.

Improved

• Replaced terse admin input prompts with readable Persian wizard instructions.
• Added numbered field explanations, current Plan/Category IDs where relevant, copyable examples, safety notes, and explicit cancel buttons.
• Improved guidance for Plans, Volume Packs, Discounts, Gift Codes, Trial settings, Categories, Blacklist, Broadcast, Affiliate, Bank settings, required channel, Guides and destructive actions.
