Remove the commented-out test job and its commented reference in gatekeeper.

Motivation

The block had been disabled for a long time. Its actions/checkout was pinned to an old v5.0.0 SHA that is no longer tracked by Renovate, so it would be stale if enabled as is. When tests are introduced it needs to be rewritten anyway, and the previous version stays in git history.

Changes

• Delete the commented test job, including the Codecov upload step.
• Delete the commented # - test entry in the gatekeeper needs list.

Testing

• Format check (bun run format, lint:dprint, lint:oxfmt)
• Setup completes and Gatekeeper does not fail

Notes

Only ci.yml changes, so it matches no path filter and Build and Lint are expected to be skipped on this PR.
