ci: drop dependency install from setup job and keep main runs

Summary

Make the setup job lighter and stop cancelling in-progress CI runs on main.

Motivation

• The setup job ran the full setup-environment action (Bun setup and cache restore) only to run dorny/paths-filter, which needs no dependencies.
• cancel-in-progress: true also applied to main, so merging several PRs in a row cancelled the earlier runs.

Changes

• Remove the Initialize step from the setup job. checkout stays, because on push the filter reads the git diff.
• Set cancel-in-progress to ${{ github.ref != 'refs/heads/main' }}. Runs on pull request branches are still cancelled by newer pushes.

Testing

• Format check (bun run format, lint:dprint, lint:oxfmt)
• Setup completes without Initialize and Gatekeeper does not fail
• After merge, consecutive pushes to main no longer cancel each other

Notes

Only ci.yml changes here, so it matches no path filter and Build and Lint are expected to be skipped on this PR. The concurrency change can only be observed on main after merging.
