docs: add badges and sync tooling references in README#20

Add CI, license, and tech-stack badges to the README header. Sync outdated tooling references to match the current state of the project: TypeScript 6, Biome 2 (replacing ESLint + Prettier), updated script list, and a project structure that reflects the actual config files and components on disk.
