P1 Badge Avoid waiting for checks that cannot start

With prCreation: "not-pending", Renovate waits for branch checks before opening the PR, but the inspected .github/workflows/ci-golang.yaml runs only for pull_request events or pushes to master, so Renovate update branches receive no CI result until a PR already exists. Moreover, because minimumReleaseAge is non-zero, Renovate disables the usual prNotPendingHours fallback, leaving these updates unable to progress beyond the dashboard; either allow CI on Renovate branch pushes or remove not-pending.
