Game State

The game state (list of all units in the game, their attributes, positions etc) is stored in the sandbox. The state can only be changed in response to packets that are sent to the sandbox (packets are the primary trigger for a state change). Packets are processed as soon as they arrive in the sandbox, and may or may not update the game state.

The game state does not track wall-clock time. The game time is updated in response to special packets that are sent to the sandbox.
