Problem
BaseKit still depends on and runs CI through ras-stack 0.39.5, so it misses the current shared tooling and workflow fixes.
Changes
Update the package, lockfile, supply-chain cooldown exception, and reusable workflow refs to ras-stack 0.41.1.
Risk
Low. This is a pinned tooling dependency update and can be rolled back by reverting this PR.
