This PR should fix the root cause (panda-re/panda#1436). With the fallback there's still a risk of relevant returns not being detected. |

The assert here was triggering with a mips fw
FW_BLUECAVE_300438432546@be32826 do you have ideas for a better way to do this? I didn't track down the root cause, but it seems to work better now.
