Downgrading v142 revoked regengine_sysadmin SELECT on data_gap_events, although v135 granted that access. Restore the prior grant for both roles while removing the supplier-lot column grant introduced by v142.
Follow-up to merged PR #3816. Eight migration tests pass, including a live Postgres 17 test in a disposable database. It executes two upgrade/downgrade cycles and checks effective table and column privileges: both roles recover their v135 access, the supplier-lot lookup access is removed, and DELETE stays denied.
Note
Medium Risk
Changes migration rollback behavior for database role grants on gap-tracking tables; incorrect privileges could block admin reads or leave overly broad runtime access after downgrade.
Overview
Fixes v142 Alembic downgrade so rolling back no longer strips regengine_sysadminSELECT on data_gap_events (v135 had granted it). Downgrade now GRANT SELECT for that role again while still revoking v142’s supplier-lot column SELECT for regengine and restoring broader UPDATE on gap events for regengine.
Adds migration tests: one asserts the downgrade SQL includes the restore grants and avoids revoking sysadmin read access; another runs upgrade/downgrade (twice) on a disposable Postgres DB and checks effective table/column privileges match the pre-v142 baseline.

The v142 downgrade now grants regengine_sysadmin SELECT access to public.data_gap_events instead of revoking it. A new test checks the restored table grants and supplier-lots column grant revoke.

The title "fix(db): preserve prior admin read access on v142 downgrade" matches the main change. The v142 downgrade now keeps the regengine_sysadmin SELECT grant on data_gap_events, restoring the v135 privilege, instead of revoking it. The title is specific and concise, and it names the database area and the fix type.

Exercise effective access after the v142 downgrade.
The current test captures SQL only. It can pass even when PostgreSQL applies the wrong grants or RLS behavior after the downgrade. Because this role-grant migration is security-relevant, add database-backed coverage for effective privileges and the applicable negative paths: unauthenticated access, cross-tenant access, and unset tenant context for regengine. Do not apply tenant-denial expectations to regengine_sysadmin when its explicit sysadmin context is enabled. Replay coverage is not applicable to this migration.
