fix(graph): make the API key's tenant the single source of truth in the tenant funnel - #3762
Make the API key's tenant the single source of truth in the graph tenant funnel. A request whose middleware-resolved tenant (JWT claim or X-RegEngine-Tenant-ID + X-RegEngine-Internal-Secret) differs from the API key's tenant now fails closed with 409 E_TENANT_MISMATCH before any data access, instead of operating on the middleware tenant's rows.
Why
require_api_key and get_current_tenant_id both seed the RLS contextvar that the SQLAlchemy begin-hook turns into the Postgres tenant GUC, so the last writer decides which tenant's rows RLS exposes. #3698 moved require_api_key to a router-level dependency so the key resolves first, which made the middleware tenant the last writer. On the graph routers that do not call reconcile_tenant_scope (recall, traceability, lineage; science and labels do not reach Postgres at this layer but share the funnel and are covered by the same tests), key tenant A plus middleware tenant B read and wrote B's rows. Compliance, metrics and regulations reconcile per handler and already returned 409. This closes the gap CodeRabbit surfaced on #3755, a duplicate of #3698 that was closed as superseded; the gap itself is on main since #3698 merged.
The graph routers are experimental and release-disabled in production, so this is a dev/staging correctness and tenant-isolation fix.
Mechanism
The funnel, not per-handler reconcile_tenant_scope calls. get_current_tenant_id (services/shared/middleware/tenant_context.py) takes the principal's tenant as authoritative and treats the middleware tenant as an assertion that must match it. The two are compared as parsed UUIDs, so equivalent spellings never 409; a principal whose tenant is missing, empty or unparseable is a malformed credential and fails closed with 401 instead of falling through to the middleware tenant (the env-bypass path stores the principal without the tenantless-key check that require_api_key applies on the key-store path). get_current_tenant_id has no callers outside the graph routers, so one change covers all 20 handlers on the five routers plus any future route.
The funnel can only compare against a principal that require_api_key already stored, so the structural walk in test_graph_compliance_key_before_tenant.py is the companion guard: a route that depends on get_current_tenant_id without require_api_key, or resolves the tenant first, fails it unless its path is in TENANT_ONLY_ROUTE_ALLOWLIST (empty; the monolith-wide walk found none). A synthetic-router test proves the guard fires.
services/shared/tests/test_tenant_isolation.py::test_middleware_tenant_wins_over_principal pinned the old behaviour and is rewritten to assert the 409, with companion tests for agreement and for an unparseable principal tenant.
Tests
New services/graph/tests/test_graph_tenant_key_is_source_of_truth.py: real TenantContextMiddleware, real require_api_key via the env bypass, no dependency overrides, the graph router tree mounted at /api/v1 as the monolith does.
Key A + authenticated internal header for tenant B → 409, data layer never reached, on GET /fsma/recall/sla, POST /fsma/recall/schedule, GET /fsma/traceability/timeline/{tlc}, GET /lineage/{tlc}/history, POST /labels/batch/init, GET /fsma/science/mass-balance/{tlc}.
Key A + JWT-claim tenant B (stub middleware on request.state.user) → 409; a JWT claim naming tenant A → 200.
Key only, and header matching the key → 200 with the key tenant in the handler call and in the RLS contextvar.
Same client, a rejected tenant-B request followed by a key-only request → the second runs as tenant A with RLS seeded A.
The first three 409 tests (recall, traceability, lineage) fail on main (fb4e5df6a): recall returned 200 with tenant_id B and the lineage handler's log line showed it running as tenant B.

Relates to #3698 (the ordering change that made the middleware tenant the last RLS writer) and #3755 (closed duplicate of #3698 where CodeRabbit raised this).
Remaining risk
A future graph route that resolves the tenant without the key, or before it, re-opens the gap; the structural test fails such a route by name and the empty allowlist is the only bypass. A caller that sends a key for one tenant and an internal header or JWT for another now gets a 409 on every graph route, which compliance, metrics and regulations already returned.
Jev sidecar on the mechanism choice: funnel (confidence 0.99), request req_01a18b984181764994454b3be057dd9b.
High Risk
This changes tenant resolution and RLS seeding for all graph routes—a security-sensitive tenant-isolation fix where wrong behavior previously allowed cross-tenant data access.
Overview get_current_tenant_id no longer lets middleware-resolved tenant (JWT or internal headers) override the authenticated API key’s tenant. When both are present and differ after UUID normalization, the dependency returns 409 E_TENANT_MISMATCH before handlers or RLS seeding. An API key principal with a missing or unparseable tenant now 401s instead of falling back to the middleware tenant.
The graph route guard in test_graph_compliance_key_before_tenant.py is refactored around _key_before_tenant_offenders, an empty TENANT_ONLY_ROUTE_ALLOWLIST, and a synthetic-router test so tenant-only or wrong-order dependencies stay caught.
New test_graph_tenant_key_is_source_of_truth.py exercises the mounted graph router tree with real middleware and require_api_key (no overrides): divergent middleware/JWT vs key → 409 without touching data layers; matching or key-only paths → 200 with key tenant in handlers and RLS. test_tenant_isolation.py replaces the old “middleware wins” expectation with tests for mismatch, agreement, and malformed principals.

…he tenant funnel
Two dependencies resolve a tenant on the graph routers and both seed the RLS
contextvar that the SQLAlchemy begin-hook turns into the Postgres tenant GUC:
require_api_key (the authenticated principal) and get_current_tenant_id
(request.state.tenant_id from TenantContextMiddleware, a JWT claim or the
internal header pair, with the principal as fallback). The last writer decides
which tenant's rows RLS exposes. PR #3698 moved require_api_key to a
router-level dependency so the key resolves first, which made the middleware
tenant the last writer: a request carrying key tenant A and middleware tenant B
read and wrote B's rows on every router that does not call
reconcile_tenant_scope (recall, traceability, lineage; science and labels are
Neo4j-only here). Compliance, metrics and regulations reconcile per handler.
Mechanism: the funnel (option B), not per-handler reconcile calls.
get_current_tenant_id now takes the principal's tenant as authoritative and
treats the middleware tenant as an assertion that must match it; a divergence
raises 409 E_TENANT_MISMATCH (the reconcile_tenant_scope contract, #2511)
before any data access, and the RLS contextvar is seeded with the key tenant.
The comparison uses the principal's tenant as stored (string, case-insensitive,
as reconcile_tenant_scope does), so a key tenant that is not a UUID can never
let the middleware tenant win by falling through to the parsed-None path.
Chosen because get_current_tenant_id has no callers outside the graph routers
(grep over services/ and server/), so one change covers all 20 handlers on the
five routers plus any future route, where per-handler calls would have to be
remembered on each new handler. The funnel can only compare against a principal
that require_api_key already stored, so the structural walk in
test_graph_compliance_key_before_tenant.py is the companion guard: a route that
depends on get_current_tenant_id without require_api_key, or resolves the
tenant first, fails it unless its path is in TENANT_ONLY_ROUTE_ALLOWLIST
(empty; the monolith-wide walk found none), and a synthetic-router test proves
the guard fires.
services/shared/tests/test_tenant_isolation.py pinned the old behaviour
("middleware tenant wins over principal"); it now asserts the 409, with
companion tests that agreement resolves and seeds RLS and that an unparseable
principal tenant with a middleware tenant present fails closed.
Tests (real TenantContextMiddleware, real require_api_key via the env bypass,
no dependency overrides, the router tree as the monolith mounts it): key A plus
the authenticated internal header for tenant B returns 409 without reaching the
data layer on GET /api/v1/fsma/recall/sla, POST /api/v1/fsma/recall/schedule,
GET /api/v1/fsma/traceability/timeline/{tlc}, GET /api/v1/lineage/{tlc}/history
and POST /api/v1/labels/batch/init; a JWT-claim tenant B (stub middleware
setting request.state.user) is held to the same check; key only and a matching
header return 200 with the key tenant in the handler call and in the RLS
contextvar. The 409 tests fail on main fb4e5df (200, handler ran as tenant
B). Runtime, local monolith against local Postgres/Redis (no Neo4j; the SLA
route does not use it): main returns 200 with tenant_id B for the divergent
request, this branch returns 409 E_TENANT_MISMATCH; key-only and matching
requests return 200 as tenant A on both.
Graph suite: 2 failed (test_recall_drill_queue_isolation.py, ADMIN_DATABASE_URL
unset locally, pre-existing), 817 passed, 8 skipped, 3 xfailed.

Walkthrough
The tenant dependency now prefers the API-key principal tenant. It returns HTTP 409 with E_TENANT_MISMATCH for differing or invalid middleware tenants and HTTP 401 for invalid principal tenants. Successful resolution seeds the RLS context. Tests cover tenant resolution, graph route dependency ordering, matching and mismatching tenants, key-only requests, and sequential requests.
No actionable merge blocker was identified in the tenant reconciliation change.
Security architecture risk: Low · up to 5c25a
The change strengthens tenant isolation by making the authenticated API key authoritative and rejecting conflicting tenant assertions. Remaining risk concerns dependency ordering and compatibility with tenantless keys, which now fail closed. Production exposure and deployment behavior were not independently verified.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The repaired path concerns tenant-scoped graph access where an accepted API key and independently trusted middleware assertion identify different tenants. Head rejects that combination instead of allowing middleware context to determine the handler and RLS tenant. This is a reduction in cross-tenant reach, not a new grant of authority.
Trust Boundaries and Controls
observed — The middleware trusts the tenant header only with the matching internal secret and otherwise discards it. JWT tenant extraction reads existing request user state; the new JWT tests supply that state through a stub. A bearer token alone is not established as authenticated tenant authority by this evidence.
Resilience and Maintainability Implications
inferred — The transition introduces no handler-side partial write to recover on mismatch: rejection precedes handler execution. Existing request-start context reset and transaction-local GUC initialization support isolation across requests and pooled transactions. Cancellation and concurrency behavior were assessed statically, not through live execution.
Hardening Proposals
proposed — Before enabling affected routes, inventory tenantless credentials and replace those requiring tenant-scoped access with explicitly tenant-bound keys. Preserve fail-closed rejection rather than restoring middleware fallback to accommodate incompatible credentials.

CodeRabbit on #3762: a principal tenant with surrounding spaces fails to
parse, the string comparison stripped it to a match, and the middleware

Independent second-engine review by Muse Code 1.4.14 at head bb52b4ed8c6a4049636c81cd8edcf2208ad0091c, run read-only (command muse exec --permission-profile :read-only --disable-write --disable-shell --disable-web-tools --disable-reminders, 24-step cap) against a scratch copy of the branch diff, the four changed files, and the unchanged services/shared/auth.py, services/graph/app/routes.py and services/graph/app/routers/fsma/recall.py. Muse ran no tests. Its output, verbatim (five minor notes, no blocker):
VERDICT: PASS
Findings (no blocker; minors only):
minor services/shared/middleware/tenant_context.py:335 — tenantless principal rescued by middleware. if raw_principal and principal is None misses api_key with tenant_id=None/"" (falsy): with middleware B it resolves B instead of 401, contradicting "never rescued". Unreachable via real require_api_key (403s tenantless first), but funnel contract is broken. Fix: if api_key is not None and principal_tenant is None: raise 401.
minor services/shared/middleware/tenant_context.py:358 — no-principal unparseable middleware returned as-is. tenant_id = ... else middleware_tenant with no UUID validation seeds RLS with garbage and returns non-UUID. Pre-existing, unreachable via real middleware (400/401s earlier). Fix: when principal is None, parsed=_as_uuid(middleware); if middleware is not None and parsed is None: 401; tenant_id=parsed.
minor services/shared/middleware/tenant_context.py:338,356 (+context/services/shared/auth.py:328) — RLS left dirty on rejection. Funnel raises without clearing: 409 leaves A (key tenant, from _store); 401 bad-principal leaves the malformed string _store seeded. Never B, and next request resets, but same-context error handlers inherit it. Fix: set_rls_tenant_id(None) before each raise, or make _store seed only parseable tenants.
minor services/graph/tests/test_graph_tenant_key_is_source_of_truth.py:324 — taint test can't catch RLS residue. Middleware resets RLS to None at each request start, so request 2 is re-seeded regardless; test asserts only status + handler args, never post-409 RLS. Fix: narrow the docstring to "rejected request never reached handler", or probe RLS in-request.
nit services/shared/middleware/tenant_context.py:287,296 — inconsistent parsing: principal via uuid.UUID(str(raw)) (strict), middleware via _as_uuid (strips). Principal " uuid " 401s while middleware " uuid " matches. Fail-closed; align by using _as_uuid in both.

No-key callers lose access? No. Both new branches require a principal (raw_principal truthy; principal is not None), so the api_key is None path is byte-identical: tenant_id=middleware, 401 if None, same seed. Cannot fully confirm "no non-test callers outside graph routers + module" from diff/context alone (full repo absent); within materials only graph routers and validate_tenant_access (same module) call it.
RLS left as M on rejected path? On the funnel's own 409/401: no — middleware's B was already overwritten by _store (A or malformed), or RLS is None. But on require_api_key's 401 (missing/invalid key) with middleware B, funnel never runs so RLS stays B. Pre-existing; next request's hygiene reset clears cross-request leak.
Real middleware/key? Yes: _app() mounts real TenantContextMiddleware, real require_api_key via env bypass, no dependency overrides; patches only data layer (get_recall_engine, Neo4jClient, timeline, audit). _JwtClaimStub is a documented stand-in for the outer JWT layer. Taint test proves the 409 never reached the handler and the next key-only request runs as A, but per finding above would not catch RLS residue.
Sensitive logging / fail-open / non-graph? No sensitive values (UUIDs, key_id, path only; no raw key). No new fail-open beyond the two unreachable minors. Non-graph behavior unchanged iff the caller assertion holds — unverifiable here; validate_tenant_access inherits the 409 by design.
Relayed by Claude Code on Christopher's behalf. Claude is the author engine of this PR and did not review it. Muse could not confirm from its workspace that no non-graph route calls get_current_tenant_id; checked separately against the branch: the only references outside the graph routers, tests and the middleware module are docstrings and a re-export.
…tenant
Muse second-opinion review on bb52b4e (HIGH): a principal present on
request.state.api_key whose tenant_id is None or empty skipped both the
401 (raw value falsy) and the 409 (parsed value None), so the middleware
tenant drove the handler and the RLS contextvar with no principal authority
behind it. require_api_key rejects tenantless keys with 403 on the
key-store path, but the env-bypass path stores the principal without that
check. get_current_tenant_id now returns 401 whenever a principal is
present and its tenant is missing, empty or unparseable.
Tests: the unit case covers None and "" alongside the unparseable forms;
the route tests add the science router to the 409 matrix and a JWT claim
that matches the key tenant (200).

[low] tenant_context.py:334 — 401 with falsy principal tenant leaves RLS as middleware B (handler never runs; next request resets).
[low] tenant_context.py:343 — funnel UUID-normalizes but reconcile string-compares, so same-UUID different spellings could still 409 downstream.
Tests: no gap — header-pair, JWT, bad-principal, same-client and ordering guard all covered.

Verdict
API-key principal tenant is the single source of truth in get_current_tenant_id. Middleware tenant (JWT claim or authenticated internal header) is an assertion only: divergence → 409 E_TENANT_MISMATCH before handler / RLS seed. Missing, empty, or unparseable principal tenant with an authenticated principal → 401 (fail closed; never falls through to middleware). UUID-normalized compare avoids false 409s on spelling variants.
Closes the HIGH Muse finding: principal present with tenant_id None/"" previously skipped both 401 and 409 and let middleware drive the handler and RLS. Now if api_key is not None and principal_tenant is None: 401. Unit coverage for None/""/unparseable; route matrix adds science 409 + JWT-match 200.

Summary
Make the API key's tenant the single source of truth in the graph tenant funnel. A request whose middleware-resolved tenant (JWT claim or
X-RegEngine-Tenant-ID+X-RegEngine-Internal-Secret) differs from the API key's tenant now fails closed with 409E_TENANT_MISMATCHbefore any data access, instead of operating on the middleware tenant's rows. Why
require_api_keyandget_current_tenant_idboth seed the RLS contextvar that the SQLAlchemy begin-hook turns into the Postgres tenant GUC, so the last writer decides which tenant's rows RLS exposes. #3698 movedrequire_api_keyto a router-level dependency so the key resolves first, which made the middleware tenant the last writer. On the graph routers that do not callreconcile_tenant_scope(recall, traceability, lineage; science and labels do not reach Postgres at this layer but share the funnel and are covered by the same tests), key tenant A plus middleware tenant B read and wrote B's rows. Compliance, metrics and regulations reconcile per handler and already returned 409. This closes the gap CodeRabbit surfaced on #3755, a duplicate of #3698 that was closed as superseded; the gap itself is onmainsince #3698 merged. The graph routers are experimental and release-disabled in production, so this is a dev/staging correctness and tenant-isolation fix.
Mechanism
The funnel, not per-handler
reconcile_tenant_scopecalls.get_current_tenant_id(services/shared/middleware/tenant_context.py) takes the principal's tenant as authoritative and treats the middleware tenant as an assertion that must match it. The two are compared as parsed UUIDs, so equivalent spellings never 409; a principal whose tenant is missing, empty or unparseable is a malformed credential and fails closed with 401 instead of falling through to the middleware tenant (the env-bypass path stores the principal without the tenantless-key check thatrequire_api_keyapplies on the key-store path).get_current_tenant_idhas no callers outside the graph routers, so one change covers all 20 handlers on the five routers plus any future route. The funnel can only compare against a principal that
require_api_keyalready stored, so the structural walk intest_graph_compliance_key_before_tenant.pyis the companion guard: a route that depends onget_current_tenant_idwithoutrequire_api_key, or resolves the tenant first, fails it unless its path is inTENANT_ONLY_ROUTE_ALLOWLIST(empty; the monolith-wide walk found none). A synthetic-router test proves the guard fires.services/shared/tests/test_tenant_isolation.py::test_middleware_tenant_wins_over_principalpinned the old behaviour and is rewritten to assert the 409, with companion tests for agreement and for an unparseable principal tenant.Tests

Note
High Risk
This changes tenant resolution and RLS seeding for all graph routes—a security-sensitive tenant-isolation fix where wrong behavior previously allowed cross-tenant data access.
Overview
get_current_tenant_idno longer lets middleware-resolved tenant (JWT or internal headers) override the authenticated API key’s tenant. When both are present and differ after UUID normalization, the dependency returns 409E_TENANT_MISMATCHbefore handlers or RLS seeding. An API key principal with a missing or unparseable tenant now 401s instead of falling back to the middleware tenant. The graph route guard in
test_graph_compliance_key_before_tenant.pyis refactored around_key_before_tenant_offenders, an emptyTENANT_ONLY_ROUTE_ALLOWLIST, and a synthetic-router test so tenant-only or wrong-order dependencies stay caught.New
test_graph_tenant_key_is_source_of_truth.pyexercises the mounted graph router tree with real middleware andrequire_api_key(no overrides): divergent middleware/JWT vs key → 409 without touching data layers; matching or key-only paths → 200 with key tenant in handlers and RLS.test_tenant_isolation.pyreplaces the old “middleware wins” expectation with tests for mismatch, agreement, and malformed principals.Reviewed by Cursor Bugbot for commit 5c25a6d.
