fix(fsma): strict TLC mismatch is warning, never hard reject - #3719
Founder decision 2 (C.Lee approved 2026-10-28, food-safety-first-review.md): a strict TLC mismatch is a WARNING everywhere, never a hard reject. FDA does not require a GTIN-based lot code.
validate_tlc(..., strict=True) returns is_valid=True with a production-pattern warning when lenient gates pass
Short TLCs (<3 chars) still hard-fail
Unusual-character warnings apply in both modes
Updated tests/test_fsma_validation.py and test_break_fsma_auth_guards.py with data-free structural strings
Validation code only. Does not changeFSMAEvent.validate_tlc_format. No export / UI / frontend.
Tests
Focused pytest on touched files passed locally (data-free; no invented lots/GTINs).
Omitted cases: none.
Review
DeepSeek reviews this PR (route via VS Code Lead).
Merge note
Also touches services/shared/fsma_validation.py alongside codex/food-loc-complete. Whichever merges second needs a main merge (no rebase).
Note
Medium Risk
Changes core TLC acceptance and warning surfacing across shared schemas, EDI, and EPCIS validation paths, which affects what events persist versus reject in traceability ingestion.
Overview
Aligns TLC handling with founder decision: production GTIN-14 prefix shape mismatches are advisory warnings, not hard validation failures, while blank or sub-3-character TLCs still fail.
Shared validation:validate_tlc(..., strict=True) and FSMAEvent now accept any stripped TLC ≥3 characters, attach production-pattern (and other) advisories on a new warnings field via validate_tlc, and drop the old min_length=15 / strict regex reject path in validate_tlc_format. EDI ingestion copies those warnings into fsma_validation_warnings on successful FSMA checks and includes them in per-set summaries. 944/945 warehouse lines strip lots, reject whitespace-only lots before GTIN/UPC prefix rebuild (A-2170), and still rebuild non-production-shaped lots when GTIN/UPC is present.
Tests move FSMA failure scenarios off TLC pattern misses (e.g. blank event_time) and add EDI/unit coverage for warnings, warehouse rebuild, and empty-lot rejection.

Walkthrough
Strict TLC pattern mismatches now produce warnings instead of invalid results. Unusual-character warnings apply in strict and permissive modes. FSMAEvent trims TLC values, enforces a three-character minimum, and stores validation warnings. EDI warehouse validation can reconstruct a TLC prefix, and transaction-set response summaries include validation warnings. Tests cover validation behavior, warehouse prefix handling, and warning propagation.
The warning-only TLC behavior matches the stated intent, but several data-integrity concerns remain open. TLCs can be altered by whitespace stripping or prefix reconstruction. TLC warnings are not recorded with the ingested event. Summaries can miss warnings from later lines. Comma-containing TLCs can shift FDA CSV columns. Resolve or explicitly accept these before merging.
Security architecture risk: Moderate · up to 597e5
The intended warning-only policy does not change tenant permissions. However, ingestion can change an existing lot identity or store a different value from the one validated. These differences can fragment traceability histories or group missing-lot records incorrectly. The demonstrated scope is tenant-owned traceability data, not expanded privileges.
Retained concerns
Medium · reliability · inferred: Warehouse reconstruction changes the identity contract beyond warning-only acceptance. For 944/945, a previously accepted LGTIN or Digital Link is now prefixed whenever an eligible GTIN/UPC is available, rather than preserved. A whitespace-only lot can also become an accepted GTIN-plus-hyphen value after stripping and reconstruction. This can split existing lot histories or group missing-lot records under a product-level identity, weakening traceability and audit integrity. Production-pattern identities remain unchanged, and existing tenant authorization still applies.
Medium · reliability · inferred: For 850/810 ingestion using the form TLC, validation now strips surrounding whitespace, but the route does not propagate that validated identity into event construction. The untrimmed form value can therefore reach storage even though validation accepted its trimmed equivalent. Canonical normalization preserves that value, while lot lookup uses exact equality. Newly admitted whitespace-wrapped codes can consequently be absent from lookups using their validated identity. The other four transaction types do propagate the validated TLC.
Security review details
Security Blast Radius
inferred — The demonstrated exposure concerns tenant-owned traceability and audit identities supplied through authorized EDI ingestion. Warehouse reconstruction affects 944/945; discarded normalization affects form-based 850/810 ingestion. No additional privilege or cross-tenant reachability was established.
Security Findings and Attack Paths
inferred — An authorized sender controls the form TLC or warehouse line lot. The identified inconsistencies can carry that input into persistent audit identities different from the validated or previously preserved identity, subject to downstream KDE and rule checks. This establishes an audit-integrity failure path, not a demonstrated authorization bypass.
Trust Boundaries and Controls
observed — Existing controls include principal-bound tenancy, envelope identity checks, an optionally configured trading-partner allowlist, and separate rejection handling before canonical ingestion. Warning propagation does not select tenants or grant authority.
Resilience and Maintainability Implications
observed — Existing persistence uses per-event savepoints, transaction commit/rollback, tenant-scoped canonical idempotency, and serialized canonical chain growth. Interchange replay reservation is a separate expiring Redis operation performed before transaction-set validation. These mechanisms predate the PR and do not make differently derived TLC identities equivalent.

The description has a Summary with bullets, a Type of Change section, a Test Plan, and a Review and Merge note. It does not tick any Type of Change box, and the Test Plan has no checkbox ticked. The Checklist section and Related Issues section are missing. The Test Plan says focused pytest passed locally but does not tick 'Unit tests added/updated' and does not say whether integration tests ran. Return the raw TLC in normalized_value.
The merge base already stripped TLCs, so this PR does not introduce trimming. It widens strict-mode acceptance and lets more inputs reach that existing path. For example, " LOT-123 " can now return "LOT-123" in normalized_value.
No current application caller uses this field for TLC persistence or export, but the validator output still violates the requirement to preserve TLCs exactly.

Audited shared/fsma_validation.py validate_tlc (strict misses already warn),
shared/schemas.py FSMAEvent.validate_tlc_format (changed reject to UserWarning),
ingestion/app/epcis/validation.py (minimum length only),
ingestion/app/edi_ingestion/validation.py (inherits shared schema change),
CSV csv_templates.py (advisory integrity warnings), webhook_models.py and

Blockers
1. Pattern-miss warning is not persisted or returned (FSMAEvent path)
services/shared/schemas.py:440-445 emits warnings.warn(UserWarning, ...) then returns the TLC unchanged. FSMAEvent.model_dump() has no warnings field. EDI _validate_edi_as_fsma_event (services/ingestion/app/edi_ingestion/validation.py:62-64, :114-128) only catches ValueError and returns model_dump(), so a production-pattern miss is accepted with no advisory in the response or audit payload.
Under Python's default warning filter, the same source location emits once per process. I reproduced three consecutive FSMAEvent constructions with mismatched TLCs: one stderr UserWarning, then silence. Subsequent EDI/EPCIS mismatches after process start are accepted with no observable warning. validate_tlc correctly returns ValidationResult.warnings, but the FSMAEvent/EDI path that this PR extends does not.
2. Existing EDI e2e now fails
services/ingestion/tests/test_r3_restored_fixtures_e2e.py:136-137 expects ValidationError from _validate_edi_as_fsma_event when TLC is the fixture ASN number ASN-12345 (services/ingestion/tests/fixtures/edi_corpus/asn_856.expected.json). That TLC is now accepted with a pattern-miss warning. Direct construction of FSMAEvent(..., tlc="ASN-12345", ...) succeeds. The test was not updated in this PR.
3. 944/945 GTIN-prefix fallback is effectively dead for normal lots
services/ingestion/app/edi_ingestion/validation.py:62-70 catches ValueError from validate_tlc_format to rebuild GTIN-lot. After this PR, validate_tlc_format only raises for blank or stripped length < 3; pattern misses warn and return. A 944/945 lot like "LOT-ABC" with a valid GTIN therefore stays "LOT-ABC" instead of becoming "000…-LOT-ABC". Only 1–2 character lots still take the GTIN-prefix path. Silent TLC-identity change at the 3-character boundary; no test covers it.
Additional findings
4. Whitespace-padded TLCs accepted and stored verbatim
services/shared/schemas.py:430-445 length-checks v.strip() then returns v unchanged. Values such as " ABC " and "LOT-123\n" warn and persist with padding. validate_tlc strips (services/shared/fsma_validation.py:200,229). Hash/idempotency use the TLC string as-is, so padded variants become distinct identities. Locked in by tests/test_shared/test_fsmaevent_lot_level_tlc.py preserve tests.
5. Integration warn path untested
services/ingestion/tests/test_edi_wire_format_2974_2976_2978.py:561-562 still uses "A"*2 (length reject). No integration assertion that a 3+ character pattern miss is accepted and that its warning is returned or persisted.
Verified OK
Blank / whitespace-only / stripped length < 3 still hard-fail in both validate_tlc and FSMAEvent.validate_tlc_format.
No downstream 15+ length assumption in hash, dedup, or uniqueness; uniqueness remains (tlc, tenant_id).
No seed / migration files in the diff.
Unit TLC suite: 57 related tests passed locally (tests/test_fsma_validation.py -k tlc, tests/test_shared/test_fsmaevent_lot_level_tlc.py); test_tlc_strict_boundary logic re-run directly against validate_tlc.
Do not merge until blockers 1–3 are fixed (persist/return the warning on the FSMAEvent/EDI path, update or replace the ASN-12345 e2e expectation, and decide/restore the 944/945 GTIN fallback explicitly).

Preserve REF02 for REF*LT lots in 856 and 861 transactions.
The 856 and 861 extractors do not read W07 or W12. Those fields belong to the 944 and 945 extractors. The 856 and 861 paths read the lot from REF*LT, where the lot is REF02.
For a raw segment such as REF*LT* LOT-7 , parsing changes REF02 to LOT-7. The extractor, validation branch, and legacy 856 builder strip it again. The head then accepts and can persist the shortened TLC because its minimum is 3 and production-pattern mismatches only warn. The base rejected the same value with its minimum of 15.
Preserve the raw REF02 value for REF*LT, retain lot.strip() only for blank checks, and remove the downstream strips.

Preserve LT-qualified lots from LIN and SLN segments.
The 856 and 861 extractors pass LIN and SLN segments to _apply_id_pairs, which strips the LT value. The parser strips every element first. Therefore, a source lot such as LOT-7 becomes LOT-7 before validation. The new minimum length of 3 accepts this non-pattern value with a warning, while the base minimum of 15 rejected it. The resulting event can persist a TLC that is not preserved as received.
Preserve the raw LT element in the parser and helper. Keep stripping only for blank checks. Remove downstream stripping before validation and event construction.

Keep the AI (10) limit as a model-validation failure.
When an LGTIN or Digital Link matches its carrier pattern but its decoded AI (10) lot exceeds 20 characters, the loop falls through to the warning path. FSMAEvent then accepts the invalid structured TLC. Preserve the warning behavior for values that match neither structured pattern, but raise when a structured pattern matches and its AI (10) check fails.

Sanitize the TLC before writing the FDA CSV.
The validator now accepts a TLC such as =LOT1. EPCIS persistence stores it unchanged, and /api/v1/export/fda writes it directly into the CSV. Spreadsheet software can interpret the TLC as a formula.

Quote TLC fields before FDA CSV export.
This change admits arbitrary TLCs such as A,B into FSMAEvent validation and the EDI validation path. The FDA exporter reads the stored TLC and serializes the row with ",".join(...). The comma therefore creates an extra CSV field and shifts later KDEs.
The merge base already allowed commas inside a valid LGTIN URI, so the raw CSV defect is pre-existing for those values. This PR newly expands the affected inputs to values such as A,B. Use a CSV writer for the export fields. Preserve the TLC in storage.

Retain TLC advisories with the ingested event.
For a pattern-missing TLC, this assignment makes the warning available to _summarize but not to _build_ingest_event_for_set. That builder sends an IngestEvent without the warning. After the response is gone, the canonical event has no record of why the formerly rejected TLC passed validation. Add the advisory to the event’s evidence KDEs before ingest_events receives it. Keep LGTIN and GS1 Digital Link TLCs unchanged in the 944/945 fallback.
The rebuild check not _TLC_PRODUCTION_RE.fullmatch(tlc) also matches TLCs that the base validator accepted unchanged: LGTIN class URNs and GS1 Digital Link forms. The base code returned these values as valid, so no GTIN prefix was added. This change adds a prefix to them, which produces <GTIN-14>-<lot> and replaces the received TLC with a different identifier. TLCs must be preserved exactly as received.
Limit the rebuild to lots that the schema rejects. Keep the GTIN/UPC prefix for pattern-missing short lots such as ABC, because the base code already prefixed them.

Preserve the received TLC after checking its length.
For tlc=" LOT-7 ", FSMAEvent stores LOT-7. That changes the identifier used to link the event to its source, even when the caller supplies the original TLC directly. Use strip() to test for blank or short input, but return v for an accepted TLC. This model-level loss remains even if upstream EDI stripping is corrected. (raw.githubusercontent.com)

Warnings persisted/returned.FSMAEvent.warnings (services/shared/schemas.py) is populated per instance via collect_tlc_warnings → validate_tlc(..., strict=True). Survives model_dump() / model_validate. EDI copies into fsma_validation_warnings on the transaction-set summary (routes.py). No more once-per-process UserWarning.
r3 e2e ASN-12345.test_r3_restored_fixtures_e2e.py now expects accept + production-pattern warning. Reasoned: founder decision that a strict TLC mismatch is a warning, never a hard reject; ASN-12345 is a real fixture ASN used as TLC, not synthetic padding for its own sake.
944/945 GTIN fallback.validation.py rebuilds when not _TLC_PRODUCTION_RE.fullmatch(tlc) (or on blank/short ValueError). test_warehouse_tlc_prefix_rebuild_is_reachable covers it.
Strip before storage.validate_tlc_format returns v.strip(); 856/861/944/945 write validated["tlc"] into extracted.
Blank / under-3 still hard-reject in validate_tlc and FSMAEvent.validate_tlc_format (and Field min_length=3). Warehouse short-lot → GTIN-{lot} rebuild is the intentional 944/945 path restored by (3), not a TLC blank accept.
Main merge.origin/main...HEAD is 9 TLC-related files only (+191/−98). Merge commit b8704566 only brought already-on-main #3625 masking scripts into the branch history; they are not in the PR diff vs main.
EDI: 34 passed (test_r3_restored_fixtures_e2e.py, test_edi_wire_format_2974_2976_2978.py)
Additional findings (non-blocking)
test_warehouse_tlc_prefix_rebuild_is_reachable parametrizes lot " " → TLC "000…-" (empty lot suffix, warnings []). Validators still reject a blank TLC directly; consider dropping the blank-lot case so the suite does not lock in an empty-suffix synthetic TLC.
850/810 still use the form traceability_lot_code for IngestEvent (only 856/861/944/945 copy validated["tlc"]), so a padded form TLC on 850/810 is not rewritten from the stripped validator result.
LGTIN / GS1 Digital Link are no longer special-cased in validate_tlc_format; they warn as production-pattern misses (and on 944/945 may take the GTIN rebuild if a gtin/upc is present). Consistent with founder warn-not-reject, but call out if lot-level URN/DL must remain warning-free.

Merge parents: e21c7c8 + a849876. Delta vs prior PASS is main-only: security.yml, ingest page + tests, supply_chain_baseline. All five blobs match origin/main. No conflict markers.
Three-dot vs main unchanged from prior PASS (9 PR-owned files identical to e21c7c8).
Tests: TLC/FSMA/EDI/auth-guard suite 169/169 pass (lot-level TLC 40, fsma_validation 69, EDI wire 32, r3 fixtures 2, break_fsma_auth_guards 26).

Include all line warnings in the transaction-set summary.
For a multi-line 856 or 861, transaction_sets selects only the first line’s summary. If a later line has a TLC warning, the transaction-set summary reports an empty warning list, although the warning appears in events. Aggregate warnings across the set’s lines for the transaction-set summary.

Delta re-review: only change since PASS at fddd294 is main merge (parents fddd294, 8c977b9); PR diff unchanged (patch-id match). CI checks mostly QUEUED/CANCELLED after update-branch (ignoring gate-only). REVIEW: PASS deepseek 597e5db
UUID-length TLCs no longer hard-fail FSMAEvent (production-pattern
misses are warnings). Drive epcis cleartext-logging rejection cases
with a blank eventTime so fsma_validation_failed still fires while
TLC remains in the audited payload for private-value scrub checks.
Cleartext path (Grok retarget) holds. The three rejection cases now drive fsma_validation_failed via blank eventTime so a UUID-length TLC stays in the audited payload. A local mutation that poisoned logger.warning to include TLC and tenant made _assert_clean fail, so the scrub assertions still bite. Short and blank TLCs still hard-fail; production-pattern misses warn only as intended. On this head: 9/9 cleartext tests and 135 FSMA/schema/auth-guard tests passed.
FAIL finding:
services/ingestion/app/edi_ingestion/validation.py:59-73: after strip, a whitespace-only 944/945 lot_number raises in validate_tlc_format, rebuild becomes true, and with a GTIN or UPC the code builds a production-shaped TLC whose lot suffix is empty (fourteen-digit GTIN plus a trailing hyphen). FSMAEvent then accepts it with no warning, so a missing lot KDE can persist as passed and collapse distinct blank lines onto one identifier. Reproduce: lot_number of three spaces plus a fourteen-digit gtin yields a synthetic TLC that fullmatches the production pattern. Reject stripped-empty lots before rebuild, or require a non-empty lot suffix after prefixing.
A-2170: after strip, empty warehouse lots must fail like a missing lot
KDE so GTIN/UPC rebuild cannot emit a production-shaped trailing-hyphen
TLC that FSMAEvent would accept.
services/ingestion/app/edi_ingestion/validation.py:59-64 now rejects stripped-empty 944/945 lot_number via _WarehouseLineRequiredKDEs before the GTIN/UPC rebuild (string_too_short on lot_number, same shape as a missing lot). Repro: whitespace-only lot plus a fourteen-digit GTIN or a twelve-digit UPC rejects on both 944 and 945; no synthetic trailing-hyphen TLC. Short non-empty lots still rebuild on both sets for GTIN and UPC.
test_warehouse_stripped_empty_lot_rejected_before_rebuild covers empty and whitespace lots on 944/945. Mutation that removes the guard makes a whitespace lot accept as a trailing-hyphen TLC, so the new test would fail to raise.
Cleartext/scrub still hold: 9/9 cleartext tests passed; poisoned logger.warning with TLC and tenant still trips _assert_clean. 135 FSMA/schema/auth-guard tests passed. Nothing else in this delta weakened.

Summary
Founder decision 2 (C.Lee approved 2026-10-28, food-safety-first-review.md): a strict TLC mismatch is a WARNING everywhere, never a hard reject. FDA does not require a GTIN-based lot code.
validate_tlc(..., strict=True)returnsis_valid=Truewith a production-pattern warning when lenient gates passtests/test_fsma_validation.pyandtest_break_fsma_auth_guards.pywith data-free structural stringsValidation code only. Does not change
FSMAEvent.validate_tlc_format. No export / UI / frontend.Tests
Focused pytest on touched files passed locally (data-free; no invented lots/GTINs).

Medium Risk
Changes core TLC acceptance and warning surfacing across shared schemas, EDI, and EPCIS validation paths, which affects what events persist versus reject in traceability ingestion.
Overview
Aligns TLC handling with founder decision: production GTIN-14 prefix shape mismatches are advisory warnings, not hard validation failures, while blank or sub-3-character TLCs still fail.
Shared validation:
validate_tlc(..., strict=True)andFSMAEventnow accept any stripped TLC ≥3 characters, attach production-pattern (and other) advisories on a newwarningsfield viavalidate_tlc, and drop the oldmin_length=15/ strict regex reject path invalidate_tlc_format. EDI ingestion copies those warnings intofsma_validation_warningson successful FSMA checks and includes them in per-set summaries. 944/945 warehouse lines strip lots, reject whitespace-only lots before GTIN/UPC prefix rebuild (A-2170), and still rebuild non-production-shaped lots when GTIN/UPC is present.Tests move FSMA failure scenarios off TLC pattern misses (e.g. blank
event_time) and add EDI/unit coverage for warnings, warehouse rebuild, and empty-lot rejection.Reviewed by Cursor Bugbot for commit de4ba40. Bugbot is set up for automated code reviews on this repo. Configure here.
